The road is manageable though 20-30% of the stretch is under construction --elevation work is undergoing hence that's bit of hard work! However driving during day time should not be a problem!

I think you should avoid visiting in rainy season as weather is not predictable. Heavy rains could ruin your plan for enjoying beach and sunset.

Prefer to reach before 8:00am. Take a boat ride into the sea to see the dolphins. There are a few water sports available. I don't remember seeing para sailing.

Yes, Ladghar beach and also Karde beach are quite safe for family outings. There are water sport activities and also dolphin rides (dolphin rides cost around Rs. 200 per person for 45-50 minutes). It is enjoyable and fun. A weekend is enough to see most of the points in Dapoli, but start early from Pune since the roads after Khed are not good and will take up much of your time. Most stay facilities near beach are not really hotels. They are MTDC approved "bed & breakfast" stays. You can check MTDC website for complete list. One I stayed, Sukhsagar, Mr Holam 9823841792. It's just across the beach. They have six basic (non-ac) rooms & they serve food as per order. It is as good as a home stay. They charged Rs 1200 per room per night. Rooms we stayed on 3rd (top) floor were neat & clean. But no mosquito nets.. so you can't open the windows. Otherwise it's good.
