I think you'll be fine getting your tickets upon arrival. That will get you access to the castle grounds where you can look around at your leisure. They also do small tours. My husband and I were a tour group of 2 last year when we visited & our guide was wonderful (did not purchase tour in advance). I highly recommend a tour because the highly trained guides can give you so much more information than you will get by walking around on your own. We learned so many interesting things about not just the Rock of Cashel but the entire area. Enjoy your trip!

The car park is at the bottom of the hill. It will be a bit of a hike

We also had a rental car. I cannot imagine any public transport there, but I am not an expert on transportation in the area. It was just so rural. It's hard to imagine public transport.

We rented a car in Ireland and drove all over for 2 weeks no problems. Also the car park at Rock of Cashel is very convient.

They are constantly renovating. If you mean St. Patrick's Chapel, yes, it is completed. Expect to pay an extra fee to visit the chapel itself.
