This large bronze anchor looks somewhat out of place outside the Sydney Town Hall and St Andrew’s Cathedral. I’d have expected to see it down beside the harbour, but instead here it is in the middle of the city, looking a little like a fish out of water.
The anchor is a none-too-subtle reference to the First Fleet sailing ships, which were commissioned by Lord Sydney in 1787 to set sail for Sydney Cove where they would establish a new British colony.
According to the commemorative plaque, it also celebrates “all those who have travelled and who have chosen to stay”. I liked this broader idea much better.
The sculpture was commissioned as a gift from the Chinese community to the City of Sydney to celebrate Sydney’s 150th anniversary.
The work is by Swedish sculptor, Ingrid Orfaliand, and was unveiled by Queen Elizabeth II in 1992. The inscriptions are in both English and Chinese.

The sculpture is located at the front of the Town Hall and was unveiled by the late Queen Elizabeth 11 in 1992. It represents an anchor and ship with sails furled and is by sculptor, Ingrid Orfali, and commissioned by the Chinese community of Sydney. There are inscriptions in English and Chinese, the English inscription reads; -

"To Sail, To Stop" celebrates the initiative of Viscount Sydney who sent the First Fleet in 1787 and after whom the city is named. It also commemorates a settlement that had reached the status of city in 1842, adopting the sailing ship and the anchor in its Coat of Arms.

This statue has been made with the support of the Chinese Community to mark their contribution since the early days of the City. In a wider sense "To Sail, To Stop", symbolizes all those who have travelled and who have chosen to stay.
