Every Communist dictatorship worth their weight in tin has a hotel in the capital city that provides “special hospitality” to those foreigners privileged enough to stay the night: North Korea’s active Yanggakdo in Pyongyang, Romania’s Ceausescu-era Athenee Palace in Bucharest, and Estonia’s Soviet-era Hotel Viru in Tallinn. The latter two obviously are presumably regular establishments these days, but Hotel Viru certainly has held on to its heritage by offering regular tours of the facility with its cloak-and-dagger past in mind. I visited during my second to last day in the city.
Tickets are easily purchased online and redeemed in the lobby fifteen minutes before the scheduled tour. A unique mini-museum of the era greets visitors in the hotel entrance and includes a period-era table set and pictures from Soviet times. The group was then brought up to the 22nd floor and given a brief lecture on the building (made of micro-concrete… 50% concrete and 50% microphones ;) before being ushered to the “secret” 23rd floor. A full display of the KGB era surveillance was evident here, with a tour of the director’s office and the main radio station as focal points. Our guide was absolutely excellent: knowledgable without being arrogant, humorous without being offensive, and thorough without being tedious. Static displays on the history of the hotel and superb views over Tallinn from the balcony complete an excellent experience.
In summary, this tour was a rarity in travel: brief, inexpensive, unique, and didactic. More than any other attraction in the city it allowed a rare glimpse into the relatively unknown world of the KGB and probably more importantly a peek into the era’s history of travel. Hotel Viru was truly a city-within-a-city for better or worse. Our guide (please see the picture, unfortunately I forget his name) made an interesting visit indelible. I’d easily rank this as one of my top five moments during my week in Estonia. Thumbs up.

Having an interest in Soviet / USSR history, this was an interesting and enjoyable ~1 hour experience; the guide was knowledgeable with amusing deliverance, providing interesting stories about the hotel, the KGB and general life during the Soviet era. There were KGB / Soviet relics on display, although not much was explained about most of these.
A negative I must highlight is how overcrowded my tour was; the tour takes you to a couple of different fairly small rooms with the relics / exhibits on show and some people could not fit into the rooms. I booked my ticket via the Hotel Viru website a few days before the tour, which I would suggest is advisable, as many time slots were subsequently “fully booked”. This suggests the hotel is conscious of how many people do each tour, but based on my tour, I would say less people were needed; possibly more tours need to be offered with smaller numbers per group.
If you are not someone with an interest in the KGB and or Soviet times, you may find the experience somewhat boring, as other reviews suggest.

While KGB is part of this tour, it’s more a tour about the hotel itself and its role in bringing in western currency to the USSR, which is fascinating in itself. The KGB element is just a part of that.
Our guide was very knowledgeable. She seemed very stern and strict downstairs and then, once we got up, she became much more friendly with lots of interesting personal experiences alongside the content of the tour.
She was able to answer any question and added a bit of humour to the topic as well.
If you are interested in the history of Estonia in the USSR, I’d definitely recommend it. If you’re interested only in the KGB, then maybe less so.

Veramente interessante questo piccolo museo al 23°piano dell'hotel Viru, sede del kgb fino al 1992. La guida veramente preparata ha spiegato molto bene in inglese cosa faceva il kgb e come cobtrollaba tutto e tutti. Bella vista della città. Consigliatissimo!

The museum was much smaller than expected. Only a couple of rooms up on the 23rd floor. But the guide we had was excellent, so we got a lot out of the tour. We also got access to different areas on the roof top, which had some really beautiful views of the city.

Visite un peu courte, mais le lieu est resté tel quel, c’est très particulier mais vraiment intéressant. Je recommande aux passionnés d’histoire d’y faire un tour

Bon, pas grand chose à voir en fait, mais la vue au 23ème étage est très belle et la guide a vécu la période soviétique, elle raconte donc des choses très intéressantes, mais il faut bien comprendre l'anglais, ce qui n'était pas notre cas :(
