Booked and paid for the tickets online (15€ /adult). Its recommend to book a slot as they only take 14 pax each session. It's a 60 minute guided tour but allocate a little more time as you're allowed out the balcony at the top for some great photos of the city.
The tour takes you up to the 23 floor of hotel Viru which is locked behind gates. It consists of only 2 rooms where the KGB ran their operations spying on guests in the hotel. Many artefacts are preserved in these rooms.
Our guide was excellent. He was very knowledgeable and had a good sense of humour. He really gave us a good sense of what life was like back in the time of the Soviet occupation. I gained a lot of knowledge on this tour and highly recommend it to anyone who's interested in the history of this time.

Our guide was great! She had so wide experience and knowledge of the soviet- Estonia era. Being a youngster from Finland of that era I could relate fully to the history and experiences…probably one of the best museum visits ever

Underwhelming, not much to see and should be charged around €5 not €15. Half your time is spent stood on the balcony looking at the city and although the tour guide knows his stuff there’s just not much to see, two small rooms with barely anything in them

Bit of a waste of time. Literally 2 rooms at the top of the hotel. Nothing much in them, apart from a couple of old soviet jackets and some old radios. Honestly, don’t bother. I didn’t try the KGB Tallinn Headquarters museum but reckon that could be worth a look.

Certainly worth a visit and a walk around the small museum. It’s in a nice area of town and quite an unlikely place for what was done there. We visited free using the Tallinn card

Interesting museum that shows how the KGB dealt with people who did not adhere to Russian ideology. One-man cells they had not heard of at that time.

The tour guide was amazing, he was so knowledgeable and engaging, it was fascinating. There were two rooms on the tour, but the history and the stories from the guide were the highlight, I could’ve listened to him for hours. This coupled with the underground tour really complimented each other well and gave more context to Tallinn’s history

The guide of the museum gave an excellent overview of the museum life during the Soviet era. The personal stories of hers plus those who worked at the hotel were extremely interesting. While it seems like just a hotel, it was so much more. If you are interested in personal stories or history, this is a must.

Excellent choice if you like cold war history. Some rooms like prisons give a little.. I don't know what word I would use, but it's not good. Anyway, it's part of the story that we should remember so that it doesn't happen anymore.

Story told like a broken record of nothingness. Pretentious connection with kgb .. to avoid absolutely . 15 euros thrown away

And if the Viru desk has a stampede of Finnish tourists (doubtful since summer vacation is over but anyway), also the desk of other smaller hotel in the same lobby can book it for you.

This is an old question but may be useful for future visits. All you need to do is ring the hotel and book. They speak English so no language problems.
