No, you do not need a pass. The pass is only for parking at the beach, the town does not screen people going into the beach. While you won't be able to be driven into the center of the beach, there is a drop off zone right outside the beach. If you wish to park nearby, Westport train station is around 2 or 3 miles away, and if you use the pedestrian crossing on the train bridge over the river (south side of station to Ferry Lane) biking to the beach is on flat and manageable terrain either on back-roads or sidewalks. There are also bike racks at the beach. Parking at the train station (make sure you're in the correct lot, day parking and not permit parking) is $5/weekdays and free on weekends, though this could change in the future.

If you are not a CT resident it is $35 per car on weekdays and $50 per car on weekends and holidays. Some people are not willing to pay those prices and they will go to the nearby Sherwood Island Beach, where it cost less to enter.
