Raddison Blu is a famous building itself and is about 5 minutes walk to the park and river, 10-15 minutes walk to the lake. Hyatt Regency Chicago on Wacker Dr. is also nearby. No problem walking dogs on a leash. It was common to see them and their owners enjoying the walkways. You will notice certain areas of the park seem to attract more visitors, in fact, lots of them. Avoid those areas and use the paths in the southern area of the park.

I would definitely suggest walking. You seem to be close enough and if not, as stated there are buses. be careful with the number 10 bus however as it only runs express to the science and industry museum after a certain stop. If you are within walking distance to the bean, you can be at the fountain in another ten to fifteen minutes.
