Dry as desert when I visited this place. Maybe it was because of the season (winter)? No clear sign was available why it was down or when it would be restored. Disappointing.

Nice fountain area in the midst of the city. It was a nice spot to rest for a bit on a warm day. There are several different levels to explore and that provide different viewing points.

The water was not on when we went to this park. The park was near the area of protests so we don't know if the water was shut off because of that or because it was after Labor Day. We found many of the attractions that we wanted to see "closed down" after Labor Day as it was the end of summer.

I don't know if this fountain warrants a visit in and of itself, especially if you have to contend with scarce and expensive parking in downtown Portland... but if you do as I did, I recommend a stop here. I parked in the less expensive Naito and Davis parking lot near Tom McCall waterfront and then did a self-guided walking tour of all of downtown Portland for the day. I included this stop as it's only a few blocks away from the other sites and buildings I wanted to see in the business district.
The fountain used to be called the Forecourt Fountain, but was renamed in 1978 after Ira C. Keller (1899-1978), civic leader and first chairman of the Portland Development Commission (1958-72). It is very beautiful watching 13,000 gallons of water per minute cascade through this fountain's terraces and platforms, especially at dusk when the fountain lights illuminate the falling water and pools below. The fountain is meant to symbolize the plentiful water resources near the Portland area.
I remember visiting Portland as a kid and playing in this fountain on a hot summer day. I wouldn't recommend that these days since homeless people sometimes bathe in fountains and occasionally use them as toilets. But don't let that dissuade you from a quick visit. The water was clear and highly chlorinated, and I did not see many homeless people in the business district. Though I remained wary, never did I feel unsafe walking alone anywhere in downtown Portland, day or night.

It's great to watch and view while waiting for a show to start at the Keller across the street. But it's in a cement block of down town and nothing around it really. Great to watch if it's on, also used in a few back drop shots in some movies and show filmed in Portland, if you're into that sort of thing.

Great place to sit a bit and relax- signs were posted for no wading- yet Many people were... the fountains were bigger than I expected and really pretty. Fun to stick our feet in for a bit!

The fountain is very beautiful, but the surrounding area is not well maintained and I saw many homeless people camping in surrounding parks. This makes it a bit uneasy for a tourist who is not familiar with the area.

So much of Portland is now tall buildings. This little park lets some sun in and is a calm place in the middle of heavy traffic. Water is not sanitary, so not the place to cool your feet (go to Tom McCall park, but a great place to take a break, eat some street food or read a book.

At its core this is a small plot of land with an elaborate man-made waterfalls where you can sit on the boundary walls. However it’s so nice and refreshing for the soul in the middle of downtown Portland.

Yes you can see the fountain from the street. some access for wheel chairs

The park is in downtown Portland,I would be greatly surprised if it was an off leash park. As the park occupies the entire city block and half of that the fountain itself, I am going to answer in the negative. Sorry
