Yes the ccc free bus also stops right at the gate. It’s a bit of a hike out to the gate, so recommend an Uber if not up to waiting or hiking in the sun.

You could either take a cab or the free bus called the Circulator. You would take the Banner Route on the Circulator to go from downtown to Ft. McHenry. It's 3 miles from the Inner Harbor to the Fort, so definitely walkable if you're up for it. It's not bad as long as the weather's nice. You'd see a few mediocre blocks with a lot of traffic, but you'd also see a lot of charming neighborhoods with different types of rowhouses. It's a good way to get a feel for the southern part of the city. (Oh, but which train are you taking? The Penn Line which drops you off 2 miles north of the harbor, or the Camden Line, which drops you downtown?)

To visit the Fort is $10 per person. However we only visited the Visitor center to see the exhibit and watch the video and the grounds and that is free.

there is no restaurant there, but many great ones within a mile from it in the locust point area. if it is a nice day, you can bring a picnic lunch and sit in the grass overlooking the Bay. it is a gorgeous view! 3 hours is probably good. the tour is nice, and worth the money. they have a revolutionary war band that plays, on the hour I think. just walking around is nice. again, the views of both the city and the bay are spectacular.

No, they don't have any scooters, or motorized vehicles. I to have problems getting around. I have taken my power chair there. It gets into most of the places, but it can't get into some parts of the fort.
